TOWN OF NEW HAVEN-ADAMS COUNTY, WI

REGULAR MONTHLY TOWN BOARD MEETING MINUTES

OCTOBER 15, 2009

 

The regular monthly Town Board meeting was called to order at 7:00 p.m. by Chairperson Mike Julson, with all Town Board members in attendance.  The Pledge of Allegiance was recited and this meeting was in compliance with the Open Meeting Law.  Brad Seiler moved to accept the agenda as printed/posted, seconded by Leo Musiedlak. M/C.  Minutes of the September 17, 2009 regular monthly Town Board meeting and the October 4, 2009 Budget Preparation Meeting were read by the Town Clerk and approved with a motion by Seiler/Musiedlak. M/C.  The financial report was read by the Town Treasurer with the following balances as of September 30, 2009:  NOW checking account-$885.28, Berry Ridge Parking Fees-$5,086.11, Money Market savings-$82,331.79, Tax account closed out until December, Certificate of Deposit-$20,051.11.  Moved by Seiler/Musiedlak to accept the financial report.  M/C. 

Old Business:

Quotes for improving the Town Hall parking lot from Davis Construction and D.L. Gasser Construction were postponed until spring as it is too late in the season to be paving.

 

New Business:

Chairman Julson stated that he has spoken with Jason Calanes at 424 Golden Avenue three times in the past pertaining to the public safety hazard that the runoff from his driveway poses on the township road and especially during the winter months with ice jams.  To this date no action has been taken by the owner to rectify the situation.  A motion was made by Musiedlak/Seiler to sign a letter to be sent Certified, ordering the improvements be completed  by the property owner within 30 days, if again no action is taken the Town will order the work completed by a reputable contractor and billed to the property owner, if no payment is made in another 30 days this will be placed by the Town Clerk on the property tax bill as a “special charge.” The municipality received the contract from the Adams County Highway Department for snow removal, sanding and salting for the ‘09-’10 winter months as follows:  6 cubic yard truck, man & machine hourly rate of $96.04/hr.compared to $99.01 in ‘08-‘09. Grader for man and machine-$98.34/hr. down from $102.77 last season. If a wing is needed additionally on grader it would be at $26.86/hr. or V-Plow at $60.08/hr.  Salt-sand mixture is $17.50/ton approximate, which is a decrease from $20.31 last year.  Motion by Musiedlak/Seiler to approve this contract and also to reserve 425 tons of salt/sand with the department, there was 422.5 tons used on New Haven roads last winter.  Reserve does not mean the township is compelled to pay for this amount if not used, it only gives the Commissioner some idea as to what is needed.  The quote from Tom Evans for snow removal at the transfer-site and Town Hall is snowplowing at $75.00/hr., $30.00 minimum and shoveling/sanding/salting at $16/hr., $6.00 minimum was accepted with a motion by Musiedlak/Seiler. M/C.  An application for an agricultural driveway permit for the Senglaub property on the south side of  Golden Ave. east of Third Ave. by Kevin Jensen, renter, was approved by a motion from Musiedlak/Seiler.  M/C.  Wisconsin Dells School Administrator, Chuck Whitsell, gave a presentation on additional classroom needs at the Spring Hill School in Wisconsin Dells in order to remain compliant with the SAGE program, at this time he stated the District has received a waiver for one year because some classes are exceeding the program limits of 15 students.  There will be a referendum on November 3, 2009 for the purpose of  approving or rejecting the School District to borrow $2.3 million dollars to build a two-story, eight classroom addition at Spring Hill.  For a short period of time if the referendum is approved the monies can be borrowed for 0% interest, and all other debts for the School district will be paid off  in 2010.  The School District receives almost $560,000 per year in state aid revenue for participating in the SAGE program.

 

Chairman Julson reports that the Big Spring Culvert project is almost completed as the first layer (binder) of asphalt has been applied and except for the guard rail and signage should be ready to open for traffic in approximately two weeks.  The bills for payment were read by the Town Clerk and accepted for payment by Musiedlak/Seiler.  M/C.  Seiler moved to adjourn at 8:40 p.m. until November 19, 2009, at 7:00 p.m. which will be the Public Budget Hearing, Special Town Meeting and the Regular Monthly Town Board Meeting, seconded by Musiedlak.  M/C.
