TOWN OF NEW HAVEN, ADAMS COUNTY, WI

REGULAR MONTHLY TOWN BOARD MEETING

JANUARY 17, 2013-7:00 P.M.

 

    The regular monthly Town Board meeting of Thursday, January 17, 2013 held at the Town Hall was called to order at 7:00 p.m. by Chairperson Mike Julson. In attendance was: Mike Julson, Lenny Watson, Conny Crothers and Berniece Tangney, with Brad Seiler absent.  The Pledge of Allegiance was led by Chairperson Julson.  This meeting was in accordance with the Open Meeting Law by being properly noticed.  This meeting’s agenda was approved with a motion by Watson/Julson. M/C.  The meeting minutes of December 27, 2012 were reviewed and also approved with a motion by Watson/Julson. M/C.  The December 2012 financial report was read by the Treasurer with the following balances as of December 31, 2012:  NOW checking account-$11, 070.67, Berry Ridge Parking Fees-$10,246.32, MMDA-$4,832.66, reopened Tax account-$324,855.99, and Certificate of Deposit-$19,558.46. Motion to approve this financial report was made by Watson/Julson. M/C.

OLD BUSINESS:  none

NEW BUSINESS: a request from Jason & Sarah Canales of 424 Golden Ave. of 10 acres of a 28.59 acre parcel from A1-15 Ag to A-3 Ag. was reviewed by the Town Board.  A recommendation for the Town Board to approve this rezone was made earlier in the week when the Plan Commission met on Monday evening, stating that there were no issues with the New Haven Comprehensive Plan, the Town Land Division Ordinance or Adams County Zoning Ordinance and that lot sizes, configurations, frontages and setbacks were all within the requirements.  In compliance with the Town Land Division Ordinance these parcels may not be divided again within five (5) years.  This rezone request is in order to divide and sell the farm land separate from the balance of the parcel.  A new driveway may be needed if the existing driveway is moved or a new one needed to be installed.  A motion to approve this rezone was made by Watson/Julson. M/C. 

 

Chairperson Julson mentioned that an Ad Hoc committee member representing the municipality was needed to attend future Wisconsin Dells School District building committee meetings, there were no volunteers at this time.  County Board representative Licitar gave the Town Board a list of proposed amendments to the Adams County Zoning Ordinance referring to parcels that could be changed into the category of Forestry.  There will be Public Hearings involved before any of these amendments would be adopted.  Several residents were in attendance concerned about weight limits on Town roads, because of the number of tanker trucks this fall hauling manure from a large corporate factory farm to the north of our municipality, the other concern mentioned was possible run-off near the streams and springs eventually ending up in Lake Mason.  Licitar stated that each of these farms has to have a nutrient management plan before incorporating this material.  They reminded the Town Board that local officials have a responsibility to preserve their investment in the town roads by restricting truck weights by state statute.  Chairperson Julson stated that he and other board members will be contacting the dairy to suggest definite routes that the trucks should use where the roads are in better condition and to ask to be notified in advance of the location of the deliveries.

 

The expenditures were read by the Town Clerk and approved with a motion by Watson/Julson. M/C.  Motion to adjourn at 7:45 p.m. by Watson/Julson until 7:00  p.m. on Thursday, February 21, 2013.  M/C.
