TOWN OF NEW HAVEN-ADAMS COUNTY, WI

REGULAR MONTHLY TOWN BOARD MEETING MINUTES OF

DECEMBER 17, 2009-7:00 P.M.

 

The Regular Monthly Town Board meeting was called to order at 7:00 p.m. by Chairperson Mike Julson, all Town Board members were in attendance and this meeting was in compliance with the open meeting law.  The Pledge of Allegiance was recited.  This meetings posted/printed agenda was approved with a motion by Brad Seiler/Leo Musiedlak.  M/C.  Minutes of the November 19, 2009 Public Budget Hearing, Special Town Meeting of the Electors and the regular Monthly Town Board meeting were read by the Town Clerk and approved with a motion by Seiler/Musiedlak.  M/C.  The November financial report was given by the Town Treasurer with the following balances:  NOW account-$1,242.39, Berry Ridge Parking fees account-$6,433.43, Money Market savings-$26,255.63, Tax account remains closed at this time and the Certificate of Deposit-$20,051.11.  Motion to approve this report by Seiler/Musiedlak.  M/C.

 

There was no old business to be conducted on this meeting’s agenda.

New Business:

Chairperson Julson nominated the following poll workers for the 2 year term of January 1, 2010 thru December 31, 2011:  Anna Davis, Betty Lou Licitar, Grace and Dennis Schmitz, Jay and Michele Hammerly, Karen Lentz, Donna Carlson, Audrey Blomgren and Janice Luepke and others as needed to be appointed by the Town Clerk.  Motion to approve these nominations by Musiedlak/Seiler.  M/C.

As the municipality’s contract for Emergency Ambulance Service with Divine Savior of Portage is due to expire in February 2010, the Town Board considered contracts for Emergency Ambulance services for again Divine Savior and the Dells/Delton EMS Commission.  The contract for Divine Savior has not cost the town any fees except for the initial percentage fee ($9,204 approx.) to contract with their service.  There would only be a contract fee if at the end of a fiscal year the service operated at a loss, this would be shared by all municipalities under contract.  The Dells/Delton contract is for one year and the fee is $25.00 per capita, the population of New Haven currently is 709.  Tory Wolfram a New Haven resident and Kilbourn Fire Department Chief, spoke on behalf of the DDEMS stating that the level of training and care that could be provided would be exactly the same, they are all paramedics from both services, not first responders.  There were testimonies from several residents stating that the response times of Divine Savior have not been in a timely manner with the ambulance being lost on many calls therefore jeopardizing the safety of the residents involved.  Several residents felt that the Town should continue to give them another chance, but most in attendance felt that almost three years was ample time.  After much discussion a motion was made by Musiedlak to contract with Dells/Delton EMS Commision  with services to become effective January 1, 2010 for one year, that motion was seconded by Seiler.  M/C.

The bills were paid with a motion by Musiedlak/Seiler.  M/C.  Motion to adjourn at 8:10 p.m until January 21, 2010 by Musiedlak/Seiler. M/C.
