TOWN OF NEW HAVEN, ADAMS COUNTY, WI

REGULAR MONTHLY TOWN BOARD MEETING, THURSDAY, March 17, 2011-7:00 P.M.

The Regular Monthly Town Board meeting was called to order at 7:00 p.m. by Chairperson Mike Julson with all Town Board members present.  This meeting was properly noticed and a motion was made by Brad Seiler/ Leo Musiedlak to approve the agenda for this meeting.  M/C.  Minutes of the February 17, 2011 Regular Monthly Town Board meeting  were read by the Town Clerk and approved with a motion from Musiedlak/ Seiler. M/C.  The financial report for February 2011 was given by the Town Treasurer with the following balances as of February 28, 2011:  NOW checking account:  $2,923.75, Berry Ridge Parking Fees-$1,568.51, Money Market-$99,067.41, Tax Collections account-$14.70 and CD-$14,325.70.  Motion by Seiler/Musiedlak  to approve report. M/C.

Old Business:

The Chairperson had no new information on the collection of oil, filters and absorbents.

New Business:

Attorney Jeff Clark and Surveyor Jim Grothman requested the Town’s participation to either approve or object to  downsize the 28 unit Lake Mason NorthShore Condo development to a 6 lot subdivision. Needed  would be a rezone from R-3 to R-1, a Variance for lot size and width and water frontage  and also a Modification for water access, public road access, and depth to width ratio.  Seiler made a motion to follow the recommendation of the Plan Commission that reviewed this project earlier in the week, that the Land Division Ordinance does not apply to this situation, and approve the concept plan and all associated modifications, rezones and variances required to complete this project, seconded by Musiedlak. M/C.

Board approved  three (3) Town Board members  to attend a Board of Review training session on April 21, 2011 in Portage to become Certified.  Adams County Planning & Zoning administrator was present to answer any questions the Board or residents had pertaining to the operations of the office or zoning.  Karen Joslin/Albers of Lot 11 on Grouse Ct. Private shared her concerns with the Town Board.  She believes that after the 2003 survey of the Assessor’s Plat in that area her lot has become land-locked and is experiencing harassment from a neighboring property about accessing her lot over  their property.  The Town Chairperson will speak with MSA about the Certified Survey Map.  May 7th was designated for large appliance and tire drop-off at the transfer-site.  A Certified Survey Map  was presented for the Mark & Elaine Luer property at 3870 County Road G that was rezoned earlier.  After discussion and review it was approved and signed to be recorded.  The annual spring road inspections were scheduled for April 21st between the BOR certification and Regular Monthly Town Board meeting.  Chris Murphy from Adams County Land & Water Conservation office was not able to attend this meeting, he requested and will be placed on the April 2011 agenda.  The Town was advised that the County Board passed the Animal Waste Ordinance.  Motion by Seiler/Musiedlak to approve the disbursements read by the Town Clerk.  M/C.  This meeting was adjourned at 8:35 p.m. until April 21, 2011 with a motion by Seiler/Musiedlak.  M/C.
