Regular Monthly Town Board Meeting

Minutes of October 21, 2010

 

The New Haven Town Board held a Public Hearing to receive comment on the Amendments to the Land Division Ordinance #2010-01. This Public Hearing was called to order at 6:30 p.m. by Chairperson Julson.  Plan Commission Chairperson Pete Joslin gave a brief summarization as to what the amendments to the original Land Division Ordinance entailed, which are the required State Statutory amendments pursuant to Chapter 236, WI Stats. also 2009 WI Act 376, which include timelines that pertain to sub-dividers and developers.  There were no comments received for or against these amendments.  The Public Hearing was adjourned at 7:00 p.m. with a motion by Leo Musiedlak/Brad Seiler.  M/C.

 

REGULAR MONTHLY TOWN BOARD MEETING

The Regular Monthly Town Board Meeting was called to order at 7:00 p.m. by Chairperson Mike Julson.  All Town Board members were in attendance. The Pledge of Allegiance was recited and the meeting was in compliance with the Open Meeting Law.  Leo Musiedlak moved to certify agenda posting and approve the agenda for this meeting, seconded by Brad Seiler. M/C.  Minutes of the Regular Monthly Town Board meeting of September 16, 2010 were approved with a motion by Seiler/Musiedlak. M/C. The financial report as of September 30, 2010 includes the following balances:  NOW checking-$1,023.07, Berry Ridge Parking fees-$6,771.82, M/M savings-$72,301.32 and Certificate of Deposit-$25,268.93, motion to approve by Seiler/Musiedlak. M/C. 

 

OLD BUSINESS:

The brushing of Town Roads was back on this agenda, after a discussion with Jon Thome of Thome Enterprises, a motion was made by Musiedlak/Seiler to have Thome Enterprises brush the roads of the Township, not to exceed $7,000.  Thome and Chairperson Julson will meet to assess the areas needing the most attention.

 

NEW BUSINESS:

Brad Seiler moved to adopt the Land Division Ordinance #2010-01 that was amended according to the recommendations of the Municipal Attorney Dan Wood. Being there were no comments received against the changes, motion to second by Leo Musiedlak.  M/C. (3-in favor, 0-against)  Tom Evans had submitted a price for plowing and shoveling the Town Hall and Transfer-site in the amount of $75 per hour for plowing and $18 per hour for shoveling, motion to accept this bid by Seiler/Musiedlak. M/C.  A cost estimate was received from Adams County Hwy. Dept. for snow removal on town roads for the 2010-2011 winter season, rates are as follows:  6 cubic yard truck, man and machine-$96.04 per hour, grader man and machine-$93.84 per hour, added wing-$26.86 per hour and v-plow-$60.08 per hour extra.  Salt/sand mixture is quoted at $14.74 per ton, last year the town used just over 291 tons.  Jon Thome mentioned to the Town Board that he would be interested in snow removal of the town roads as he is purchasing another snow plow and now has the  manpower, he estimated his hourly rate to be $100 per hour, no overtime or holiday charges, but would possibly have to add a fuel surcharge if fuel is more than $2.75 per gallon.  Following discussion Seiler moved to schedule a Special Town Board meeting on Thursday, November 4, 2010 at 7:00 p.m. to gather information and make a decision on this matter, second by Musiedlak.  M/C.  Glenn Licitar, Adams Co. Board representative suggested that the Town should place on their November agenda, the review of the Adams Co. Comprehensive Zoning Ordinance.  Disbursements  were read by the Town Clerk and accepted for payment with a motion by Seiler/Musiedlak. M/C.  This meeting was adjourned at 8:20 p.m. until the Special Town Board meeting of November 4, 2010 at 7:00  p.m. and the regular monthly Town Board meeting November 18, 2010 at 7:00 p,m,  with a motion by Seiler/Musiedlak.  M/C.
