TB meeting minutes 6/15/06

TOWN OF NEW HAVEN

REGULAR MONTHLY TOWN BOARD MEETING

JUNE 15, 2006

 

The regular monthly town board meeting was called to order at 7:00 p.m. by Chairperson Robert Krause.  All board members were present.  The meeting was in compliance with the open meeting law.  Minutes of the May 18, 2006 monthly town board meeting were read by the clerk and approved with a motion from Jim Beard/Myron Byers.  M/C.  The financial report was presented by the treasurer with the following balances as of May 31, 2006:

NOW checking account: $ 14,125.78, MM savings account:  $ 115,531.88 and Berry Ridge parking fees:  $ 5,088.62.  Motion to accept by Beard/Byers.  M/C.

 

Old Business:  Motion by Beard/Byers to place the repair of interior town hall walls and purchase of folding chairs on the September 2006 agenda.  M/C.  The building on the transfer-site property was discussed, prices will be obtained for either painting or demolition.

Letters of support to River Alliance and Adams County Soil and Water Conservation regarding the replacement of the culvert under Golden Ave. and repaving the road over the top and giving permission to access the Big Spring Creek restoration project through Town owned properties were signed and returned with a motion from Byers/Beard. M/C.  Myron Byers stated that Scott Babcock, Jim Cleary and himself will be meeting on First Avenue to pursue options regarding the culvert erosion adjacent to the Cleary property.

 

New Business:  A petition to rezone by Irwin Schechtman for 40 acres of a 79.1 acre parcel located at 256 County Road P from A-1 to A-3, was denied as presented with a motion from Byers/Beard as the proposal to divide the property into four ten acre lots for resale does not coincide with the New Haven Comprehensive Land Plan adopted in 2005.  M/C.

A second petition to rezone 16.996 acres of a 40 acre parcel owned by Danny Gannon at 3726 First Lane from A-1 to A-3 with intention to sell and buyer would build a residence was denied at this time with a motion Byers/Beard and will be placed on the July 20, 2006 agenda, the proposal also does not comply with the Town’s Comprehensive Land Plan, owner and buyer have several other options to explore pertaining to the division of these lands and would like to come back before the Town Board.  M/C.

 

Liquor, fermented malt beverage and operator’s licenses on file with the Town Clerk were discussed and approved to be issued on June 30, 2006  with a motion from Beard/Byers.  M/C.

Motion by Beard/Byers to have the Town Clerk send a bill to Gilbert Jensen in the amount of $75.00 for a load of industrial waste that was brought to the Transfer-site in May from his property, owner will have 30 days to submit this fee, otherwise he is noticed that it will appear on his 2006 property tax bill as a special charge.  M/C.

 

Placement of “no parking/anytime” signs on the south side of Golden Court between the west end of the dam and the driveway at 336 Golden Court were discussed, motion to install with a motion from Beard/Byers.  M/C.

There will be three (3) attendees representing the Town of New Haven at the Wisconsin Towns Association meeting conducted on July 19, 2006 at Fort Atkinson, Wisconsin pertaining to land division, zoning issues and impact fees.  Registration is $35.00 per person.  Town Clerk will send in the registrations.  Glenn Licitar stated that he had contacted Auburndale recycling to pick up the tires collected at the transfer-site and he would be available to open the locked gate when they arrived.

 

On July 14, 2006 it is the obligation of the Town to serve refreshments after the district WTA  meeting in Adams, discussion followed and Mary Lou Anderson will have Zinke’s prepare a cheese and sausage tray and a sheet cake for Krause and Byers and their spouses to serve after this meeting.

 

The bills were read by the Town Clerk and approved for payment with a motion by Beard/Byers.  M/C.  Motion to adjourn at 8:45 p.m. by Beard/Byers until July 20, 2006 at 7:00 p.m.  M/C.
