Memo:

First Dollar Credit:  A property tax relief for parcels that have improvements (buildings) that are subject to the school district levy.  The state set up an account to directly pay back a few dollars towards an individual’s school district property tax.  The schools get the same amount of credit.  Residents have previously paid for the First Dollar Credit through their state taxes since it is funded from the state General Purpose Revenue.
