OFFICIAL
ROTISSERIE FOOTBALL LEAGUE CONSTITUTION ARTICLE
I – OBJECTIVE To assemble a lineup of 19 National Football League players and 2 whole National Football League Defensive Units, from which a weekly lineup of 11 is chosen and whose cumulative statistics, compiled and measured by the methods described in these rules, exceed those of the opposing team. ARTICLE II - TEAMS There are 10 teams in a duly constituted Rotisserie League.
ARTICLE III – ROSTERS -
STARTING LINEUPS A team’s roster consists of 19 players and 2 whole NFL Defensive Units, and must adhere to the following positional breakdown (for the draft only): 3 Quarterbacks From which, each owner will submit, weekly, to his opponent and the League Commissioner, a starting lineup consisting of: 1 Quarterback This starting lineup must be turned in prior to gametime Sunday morning. Players whose teams play on Thursday or Saturday, must be announced to the League Commissioner and opponent prior to gametime of those games. If no starting lineup is announced, the previous week’s lineup shall be used.
ARTICLE IV – PLAYER ELIGIBILITY All players must be active NFL players, players drafted but unsigned by their NFL team, or NFL players who have been placed on Injured Reserve. ARTICLE V - DRAFT The players will be selected at an auction draft to be held
the week prior to the NFL regular-season opener. Each team must acquire 19 players and 2 NFL Defensive Units at a
cost not to exceed $300. No owner is
required to spend the maximum, but each must draft the full 21-slot roster. The League, by general agreement, determines
the order in which teams may nominate players for acquisition. The first bidder opens the auction with a
minimum $1 bid for any player/defense. The bidding proceeds around the room at minimum increments of $1 until
only one bidder is left. That bidder
now owns the player/defense for the amount of the final bid. This process is repeated with successive
owners introducing players to be bid upon until every team has a full
complement of 19 players and 2 NFL Defensive Units. No Owner may nominate, nor bid upon a player/defense for a position for which the Owner has no Roster Opening. No Owner may make a bid for a player it cannot afford. For example, an Owner with $3 (ROTO) left and two openings on its roster may only bid a maximum of $2 (ROTO) for one player. Any Owner(s) leaving the draft early shall fill out their roster prior to the beginning of the season. The salaries of the remaining players/defenses needed to fill their team will be $10 (ROTO) each; regardless of how much the Owner(s) have left to spend. In the event of multiple owners leaving early, their remaining open positions shall be filled in simple draft form, using the previous year’s standings in reverse order.
ARTICLE VI – THE SEASON The Rotisserie regular season and playoffs shall coincide with the NFL season, with Rotisserie games determined by NFL statistics of that given week. The Rotisserie regular season shall consist of 14 regular season games followed by two weeks of playoffs. Each team will play 14 regular-season games. The four teams with the best win-loss record qualify for the playoffs. If divisions are used, all divisional champions automatically qualify for the playoffs. In the case of ties, the first tiebreaker would be head-to-head competition. If still tied, then head-to-head point differential would be the next tiebreaker. In case of any multiple ties in divisional play, division ties shall be broken first, then interdivisional ties broken. ARTICLE VII – PLAYER
SALARIES The salary of a player acquired in an auction draft is his
auction price. Trades do not change a
player’s salary. A team may exceed the
$300 cap during the season through trading. The salary of a player acquired via the Free Agent Acquisition Budget
process is that player’s bid value. ARTICLE VIII – TRADES From the end of the auction draft through Week 12, Rotisserie League teams may make trades of any kind with the following limitations: Teams must adhere to 21 roster slots, but need not retain the original Draft Day positional distribution requirement. For example, a Running Back and a Defensive Unit may be traded for a Wide Receiver and a Quarterback. Trades do not affect the salaries or contract status of players. Trades must be announced to the League Commissioner no later than Midnight, Thursday, for the players to be available for the week’s games. Players involved in trades announced after Midnight, Thursday, through gametime, Sunday, are not available for that week’s games. Trades are subject to approval/disapproval by the league. Teams need not adhere to the $300 (ROTO) salary cap. No player traded off an owner’s team may return to that team for a period of three weeks. Trades involving cash, ‘players to be named later’, or ‘future considerations’, are prohibited. After Week 12, no trades are allowed until the end of the Super Bowl. There is no restriction, nor fee, on trades made during the offseason, except where noted in Article XVI. ARTICLE IX – PROTECTED
PLAYERS Teams may protect players for no longer than three seasons. Prior to the draft, protect lists must be turned into the League Commissioner for distribution to all the teams. The previous year’s Super Bowl Champion may protect up to four players, the Super Bowl runner-up may protect up to five players, the other two playoff contenders may protect up to six players, all non playoff teams may protect up to eight players. These amounts are maximums, there are no minimums. ARTICLE X - OPTION
YEARS A player who has been under contract at the same salary during two consecutive years must, prior to the freezing of rosters before his third season, be released, retained at the same salary for the Option Year, or signed to a contract extension. If released, the player returns to the Free Agent pool and becomes available to the highest bidder at the next Auction Draft Day. If retained at the same salary for the Option Year, the player must be released back into the Free Agent pool at the end of the third season. If signed to a guaranteed long-term contract, the player is released back into the Free Agent pool at the end of the contract. ARTICLE XI - EXTENDED
CONTRACTS An Option Year player may be signed to a one year contract extension. The player’s salary will be increased by $10 (ROTO). For example, an Option Year player with a salary of $15 (ROTO) signed to an extension shall have a salary of $25 (ROTO) for the two years of the extension. A Signing Bonus of $10.00 (CASH) is due and payable to the prize fund. In determining a player's status, a season is determined to be a full season or any fraction thereof. An Owner may sign a player to only one contract extension, at the end of which he becomes a Free Agent. Option-years and contract extensions are entirely transferable, both in rights and obligations. A trade in no way affects a player’s contract status. A player with a guaranteed long-term contract may waived or released during the contract, for a fee of $20.00 (CASH). ARTICLE XII – FREE
AGENT ACQUISITION BUDGET (FAAB) Each Owner shall have a supplementary budget of $125 (ROTO) to make sealed bids upon Free Agents/unowned Defensive Units during the season. More than one Free Agent/unowned Defensive Unit may be bid upon per week. At Midnight, Friday, Free Agents/unowned Defensive Units will be awarded to the highest bidder. In the event of tied high bids, the Free Agent/unowned Defensive Unit will be awarded to the owner lowest in the previous week's standings. A player or defense must be dropped at the time of the acquisition, unless the player can be put on the owner’s injured reserve. Minimum bid is $10 (ROTO), maximum bid is the amount left in the owner's FAAB. Any bid over $25 (ROTO) shall be deemed a contract extension, and the player must be retained for the next season at that salary. The amount of the bid shall be that player’s (or Defense’) salary, except where noted below. Players/Defensive Units dropped in this manner may be bid upon in successive weeks. If the amount of the winning bid is less than the original salary, the original salary shall be reinstated. Contract status remains the same in either case. For example, Owner A drops Walter Payton at a salary of R95 in his second year. Owner B bids R25 the following week, and is the high bidder. Owner B gets Walter Payton, but his salary will remain R95 and contract status will remain second year. Players under suspension by the NFL may not be dropped. Players under suspension by their team may be dropped. ARTICLE XIII – INJURED
RESERVE Each owner will be allowed to place one player only, on Injured Reserve. This player must have been placed on his NFL team’s Injured Reserve. Players on Injured Reserve may not be traded during the regular season, and their status will roll over for the next season as if they had been active the whole year, regardless of when they were put on Injured Reserve. ARTICLE XIV – FEES AND
PRIZE MONEY The Rotisserie League has a schedule of Fees covering all player personnel moves. All Fees are payable into the Prize Fund and are subsequently distributed to the playoff participants. ENTRY - $75.00 (CASH) FREE AGENT ACQUISITION - $2.50 (CASH) TRADE - $2.00 (CASH) SIGNING BONUS - $10.00 (CASH) CONTRACT EXTENSION BUYOUT - $20.00 (CASH) The League Commissioner shall promptly collect all fees. The Prize Money shall be divided among the playoff contenders as follows: Super Bowl
Champion – 50% ARTICLE XV – SCORING SCORING: PASSING: RUSHING & RECEIVING: NOTE: These points can be received by any of your players. RB’s qualify for receiving points, REC’s and QB’s qualify for rushing points. KICKING: NOTE: While unlikely, Kickers also qualify for scoring and yardage points. DEFENSE: NOTE: Special teams statistics do NOT count toward Defense points. TIES: Your local paper should serve as a viable source for statistics. However, should a discrepancy arise, the statistics that can be found on NFL.com will be used as the definitive source. ARTICLE XVI –
ROTISSERIE LEAGUE EXPANSION AND CONTRACTION If it is desired or necessary to expand the number of Rotisserie League Owners, an Expansion Draft will be held prior to the Auction Draft. The new Owner(s) will participate in the Expansion Draft, selecting up to 8 players from the non-Protect Lists. In the event of multiple new Owners, the draft order will be determined by a random draw. The new Owner(s) must complete the Expansion Draft with between 4 and 8 players acquired through trades or the Expansion Draft. Rotisserie League Expansion does not affect Roster Protection rules for current Owners. Any Owner may participate in the Expansion Draft by acquiring draft picks from the new Owner(s), however, the number of players on the Protect List added to the number of draft picks may not exceed his allotment. If it is desired or necessary to contract the number of Rotisserie League Owners, all off-season trades involving contracting Owner(s) will be rescinded and all players from the contracting Owner(s) will be placed into the Auction Draft pool, and all contracts will be null and void. ARTICLE XVII – LEAGUE
GOVERNANCE The Rotisserie League is governed by a Committee of the Whole, consisting of all Owners. Off-season rule changes and all other Rotisserie League modifications are determined by majority vote of the Committee of the Whole. The Executive Committee is comprised of three Owners in good standing. The term begins on Auction Draft Day and ends at the next Auction Draft Day. At the beginning of each Auction Draft Day, any Owner may nominate any other Owner to be a member of the Executive Committee. A vote is then taken in favor or against among all Owners, excluding the nominee. A majority vote in favor fills a position on the Executive Committee. The process is repeated until all three positions are filled. The Executive Committee has authority over any and all Rotisserie League business, including interpreting rules, resolving disputes, and sanctioning Owners. The League Administrator is in charge of facilitating Auction Draft Day activities, receiving, processing, and publishing all Rotisserie League transactions, maintaining and providing statistics in a timely manner, and receiving and distributing the Prize Money. This position is assigned and approved by the Committee of the Whole. The League Auditor assists the League Administrator and receives transactions from the League Administrator in accordance of the rules for all other Rotisserie League members. The League Auditor also is responsible for identifying invalid transactions, roster violations, and questionable activities. This position is assigned and approved by the Committee of the Whole. ARTICLE XVIII –
AMENDMENTS Off-season rule changes and all other Rotisserie League
modifications are determined by majority vote of the League. Changes may be
made based on Auction Draft Day scheduling issues, fundamental changes in the
Rotisserie League, or fundamental changes in the National Football League.
Prior to any other Auction Draft Day activities, all proposed Amendments will
be voted on, with those receiving majority approval being adopted immediately. |
