The
president of the
board is the coordinator of the board meetings. He/she
typically is the point of contact for neighborhood
business. If a member of the
association has a question, they typically contact the president. The president keeps an agenda for the next
board meeting. The president may call
the board together for a special meeting if required by a situation in
the
neighborhood that cannot wait until the next scheduled board meeting.
The
treasurer keeps
track of the budget and provides a summary of the budget versus actual
expenses
at the board meetings. The yearly
budget lists all the expenses and income for the neighborhood. On a monthly basis, the treasurer signs the
checks that pay the monthly bills. The
treasures transfers funds to the checking account as may be required
from a
certificate of deposit where the Hearthstone reserve funds are kept. Hearthstone hires a bookkeeper that
maintains the checkbook balance, receives the bills and writes the
checks. The bookkeeper’s address is used
as the
Hearthstone address for all the bills such as insurance, streetlights,
water
and landscape maintenance, etc. By using
the bookkeeper’s address, changes are minimized as board members change
from
year to year.
The
secretary takes
notes during the board meetings and writes up the minutes.
The
board is made up
of five volunteers from the neighborhood.
Two members have no assigned duties other than to attend the
board
meetings and offer a broader range of ideas during board discussions. The members are call “members at
large”. Often, a member at large will
volunteer to lead an activity such as the siding material issue, the up
coming
roofing material issue or other item of interest in the neighborhood.

The
committee chairs
are invited to all board meetings.
Actually, anyone from the neighborhood is invited to board
meeting but
the committee chairs have the duty to report to the board on their
activities
since the last board meeting. We
currently have two active committees, the Architectural Control
Committee and
the Landscape Committee. The Social
Committee, the Traffic Committee and any other Committee we might have
had in
the past are currently dormant.
