SCOUTING MOVEMENT PROJECT
PURPOSE AND SCOPE
Boy Scout outfits or units exist all around the world with the purpose of
teaching young boys
in an enjoyable environment
to become adults of exemplary characters. This project endeavors
to
achieve similar results.
The organization of the Boy Scouts of the Philippines is such that the Eastern
Pangasinan
Council has jurisdiction of at least San Nicolas, Bautista and Manaoag.
This project is being
initiated to specifically support the Boy Scout outfits or units in San Nicolas
without regard to
the sponsoring institution, public or private. To the extent possible,
activities will be integrated
with all outfits or units of the Eastern Pangasinan Council.
PROGRESS REPORT
December 2008
Letter-writing campaign to establish contact with the Boy Scouts of the
Philippines (BSP)
primarily through BSP, the Asia Pacific Region and the World Scout Bureau.
January 2009
E-mail dialogue with Rogelio Villa, Director, Field Services Division.
He is the Project Officer for the 26th Asia-Pacific Region Scout
Jamboree
to be held on December 2009 at Mount Makiling.
Discussed participation as a Unit Leader at the December Jamboree.
Obtained list of possible contacts in Pangasinan.
February 2009
Contacted Director Rogelio Villa upon arrival in Manila to arrange a meeting.
Visited with Director Villa at the BSP National Office on 02/17/09.
Discussed possible
expedited formation of a new Scout Outfit in San Nicolas, Pangasinan. He
suggested
working with Elisa Santos, Scout Council Executive, Eastern Pangasinan.
Purchased Scouting handbooks at the BSP store to be shared as reference
materials.
Visited with Council Executive Santos at Urdaneta, Pangasinan on 02/26/09.
Obtained a list of possible contacts in San Nicolas and a program of the
recently held
34th Eastern Pangasinan Council Jamborette held at Sison, Pangasinan.
Outfit No. 448
from the San Nicolas National High School (SNNHS) participated in the event.
March 2009 - 1st week
Met with Scoutmaster Amorsolo Pulido at SNNHS on 03/06/09 to discuss a youth
advocacy
program, i.e. Scouting, offering available support and future plans.
Met also on 03/06/09 with Red Arrow High School (RAHS) Principal Maribel dela
Cruz to
discuss the possibility of re-establishing a Scout Outfit for the high school.
She emphasized the
need for a staff member to oversee the implementation of a Scouting program.
She also stated
the need for the RAHS Board of Directors to provide a budget for the program.
March 2009 - 2nd week
Met with Scoutmaster Pulido on 03/10/09 at the Rollolazo Heritage Farm (The
Farm) to assess
suitability of the
farm for the Summer Camp of Outfit No. 448 to start around April 14, 2009.
Met on 03/13/09 with SNNHS Principal Lilia P Doton, Alena Solis and Scoutmaster
Pulido at
The Farm
for further assessment. Principal Doton is enthusiastic of the program
citing minimal
work is all that is needed to get the place ready for the summer camp.
March 2009 - 3rd week
Met again at The Farm on 03-17-09 with SNNHS Principal Doton and other key players for a
final go-ahead
of the short term plan to have a Summer Camp. Also discussed an intermediate
plan to
participate
at the Asia-Pacific Regional Jamboree as well as a long term plan to establish
BSP headquarters
for the Eastern Pangasinan Council
at The Farm.
Through a short messaging system (SMS), suggested to scoutmaster Pulido on
03/20/09 to begin
planning for emergency services as well as health, sanitation and security at the camp. Preliminary
work should be done to
prepare The Farm prior to the start of the Summer Camp.
