December 6, 2010 Board Meeting

Minutes

 

The Board meeting was called to order by Robert Johnson, President, at 7:00 p.m. on Monday, December 6, 2010.  Board members in attendance were Nancy Boylan, Tom Castle, Michael Franke, Robert Johnson, Art Keck, Dave Masanz, Robert Michael, Gregg Pelosi, Leo Stronczek, Helen Taylor, Duane Yoder, and Dean Zimmerman.  Ellen Bero was present as Secretary-Treasurer.  Sherry Cooney and Charlie Heiny (both excused) were absent.

 

The September Board meeting minutes were accepted and approved.

 

The Treasurer’s report was given and approved by voice vote.    A recap of the expenditures for the 2010 annual meeting was provided.  Mike Franke submitted a motion for a $250 bonus for the Treasurer which was then approved by unanimous voice vote.

 

Tom Castle reported  there have been no problems with security over the preceding three months.  The problem with garage doors left open seems to have ceased possibly because of the colder weather. 

 

The Section G covenant issue will be deferred until the March meeting.  However, Bob Johnson reported that he had received a great re-write regarding the Section G covenant revision from Bob Michael.

 

Bob Johnson also reported that there has been a problem at 5311 Indiana with garbage left in the yard.  He is monitoring that.

 

Nancy Boylan reported that attendance at the annual meeting was about 120 people, which is an increase of about 20 from the prior year.  The door prizes were well received and the consensus is that the door prizes should be continued in the future as an aid to boosting interest and attendance.  Nancy suggested revising the invitation next year to emphasize that Woodhurst is providing a free dinner and as an opportunity to “meet your neighbors”.  Also, Nancy reported that she passed out reminders to everyone in her section and picked up an additional 10 registrations from the reminder notices.  She suggested that all area reps do that next year.

 

The surveys on the ash trees were taken down and presented to Chad Tinkel at the City.  Bob Johnson does not know how the grant process is going.  Tom Castle put together a two page list of the trees in the parkways which are dying.  Bob does not know where the tree replacement program stands and we will need to continue to monitor that.

 

Bob Johnson asked if anyone was willing to take over snow removal coordinating to let him know.  Art Keck reported that the contractor we have used in the past is willing to do snow removal again this year at the same rates,

 

Various suggestions were made as possible replacement for the open At Large Board position vacated by Margaret Eberly.  Suggestions made included Jane DeBord or Susan Weimer, someone from another ethnic group, and Jim Saul.  We will leave this item open and vote at the next Board meeting.

 

The Association insurance  liability policy is up for renewal and the Board voted to go ahead with the renewal when due in December 2010.

 

Board meeting dates for 2011 were set as March 7, June 6, September 12, and December 5.  All are Monday evenings.

 

A motion was made to retain the current officers in their respective positions.  This was approved by unanimous voice vote.  Ellen Bero was appointed to another term as Secretary-Treasurer.  The 2011 Woodhurst Community Association officers are as follows.

Bob Johnson reported that Sherry Cooney has been involved with a group putting together a web page to try and “sell” our part of town.  Sherry has volunteered to be the interface for Woodhurst with this group and Bob Johnson has appointed her as such.

September 13, 2010 Board Meeting

Minutes

 

The Board meeting was called to order by Robert Johnson, President, at 7:00 p.m. on Monday, September 13, 2010.  Board members in attendance were Nancy Boylan, Tom Castle, Sherry Cooney, Margaret Eberly, Michael Franke, Charlie Heiny, Robert Johnson, Robert Michael, Gregg Pelosi, Leo Stronczek, Helen Taylor, Duane Yoder, and Dean Zimmerman.  Ellen Bero was present as Secretary-Treasurer.   Art Keck and Dave Masanz (both excused) were absent.

 

The June Board meeting minutes were accepted and approved.

 

The Treasurer’s report was given and approved by voice vote.    Ellen Bero, Treasurer, reported that the checking and money market savings accounts have been moved from Chase Bank to Star Bank.  The Chase accounts have now been closed.  Reason for the move was to avoid the service charge fees assessed at Chase.

 

In the President’s Report Bob Johnson indicated he is waiting to hear where a letter saying that Woodhurst is being moved out of the flood plain stands.  He reported there has been an issue with telephone cables on Fairfax and Century Court.  Bob gave a short discussion on the new state law addressing political signs.  Basically associations cannot prohibit campaign or political signs although they can control the number and size of signs allowed.  The McLeod property on Fairfax continues to be held in foreclosure and is not being maintained.  One of the Board members reported a sign indicating the Westrick property on Old Farm is available for rental.  Mike Franke reported that he called the realtor listed to let him know that rental of property is not allowed under Woodhurst covenants.  Bob Johnson indicated that another concern is the property at 4938 Woodhurst currently owned by Jackie Real Estate.  Bob further reported that the Nate Burton residence has unsightly equipment in front of the property but so far no one has complained.  Charlie Heiny suggested talking to Neighborhood Code Enforcement about the fact that multiple vehicles  (8 or 9) are parked in the driveway.  Bob reported on a contest currently running whereby a $70,000 grant is available from Pepsi.  One ballot per day can be cast and among  the proposals is a boundless playground which can be used by children with handicaps.  Bob also talked to the City arborist regarding the ash trees which have been marked in Woodhurst.  The City tried to fertilize some of them in an effort to save them.  The City will try and replace the diseased trees with a variety of trees.  The question was put forth as to whether it makes sense for us to come up with a list of trees we think need to come down.  Leo Stronczek volunteered to make a list of the trees that look like they are in trouble.

 

Tom Castle reported in the security patrol update that there was a robbery on Woodhurst.  A woman was followed home from the credit union and robbed in her driveway.  Tom reported that there continues to be traffic cutting through from the condos.  There was a break in on West Pettit.  However, the perpetrator left fingerprints which the police were able to match up and then use to make an arrest.

 

Mike Franke reported that there were 16 residences in Woodhurst which participated with garage sales on the Friday date this year and 27 which had garage sales on Saturday.  Mike does not see any reason to change the format for next year.

 

Bob Johnson reported that there was a relatively small turnout for the 4th of July parade.  There was some dissatisfaction because the parade was not on July 4.  Bob would like the Board to think about clever ideas which would boost participation next year and get more kids involved.

 

Ellen Bero reported that there are still about nine residents with unpaid dues for 2010 and prior.  Liens have been filed on those properties as of  late June 2010.

 

Bob Johnson has distributed a draft of the covenant amendment for Section G and Charlie Heiny is working on the legal documents. 

 

There was a discussion on options for dirt day.  The proposals were to continue in the current format, cancel dirt day for 1 to 2 years, or offer a mulch day instead.  Problems arose this year because residents did not seem to like the quality of the dirt this year.  The Board vetoed a mulch distribution day next year.  The Board subsequently approved a motion to continue dirt day making available the black dirt which was offered in preceding years.

 

Bob Johnson reported that we want to work on better attendance for the annual dinner in October this year.  A suggestion was made to put up signs with the date of the annual dinner/meeting at entrances to the neighborhood.  The area reps will deliver the annual dinner invitations and 2010 dues invoices door to door.  Whenever possible area representatives should consider sending email reminders about the annual dinner.   Bob Johnson asked Ellen Bero to send invitations to Tim Pape and STS Security.  Our first choice for a speaker is Ricky Cammery.  Gregg Pelosi will contact him.  If he is unavailable, we will contact Dr. Dave Johnson.  Mike Franke volunteered gift cards to raffle off from the Komets for various local restaurants.  He suggested a $50 grand prize Kroger/Scott’s gift certificate.  The Board approved the $50 grand prize.

 

Art Keck was not present at the meeting so discussion of snow removal was deferred to the next Board meeting.

 

Mike Franke (Area I), Nancy Boylan (Area III), Bob Michael (Area IX), Tom Castle (Area X), and Dave Mazanz (At Large) have all agreed to run for another three year Board term.  There is one open at large position which is the spot held by Margaret Eberly who is moving to Mexico.  Suggestions for the open position were John Shank or Tom Hofrichter.  A motion was made and approved to accept the slate of candidates for the Board listed above for vote at the annual meeting.

 

The Board voted to leave 2011 annual dues at $225 with a $25 discount if paid by December 31, 2010.

 

Ellen Bero passed out a draft directory for review along with a one page handout on missing information.  Area reps are asked to review their sections for accuracy , get any missing information for their areas, and return changes to Ellen Bero by October 1.

 

At this point a discussion took place of a shed recently constructed by Dean Zimmerman on his property.  Woodhurst Section B restrictive covenants allow only one accessory building not to exceed 200 square feet per property and this property now has two stand alone sheds.  However, both sheds together do not exceed 200 square feet.  Dean did not realize the covenants stipulated only one outbuilding per property.  He had an 8 x 10 shed on his property which he uses as a workshop.  In addition he has now built an 8 x 8 shed to use for storage of a riding mower.  This new shed was built on the foundation for a shed that was previously there.  Both sheds are behind a privacy fence in the back yard.  After discussion the Board agreed to let Dean keep the sheds in place since both are already in place, he was not aware of the restriction, and because the combined square footage is less than 200 sq. ft.

June 7, 2010 Board Meeting

Minutes

 

The Board meeting was called to order by Robert Johnson, President, at 7:00 p.m. on Monday, June 7, 2010.  Board members in attendance were Nancy Boylan, Tom Castle, Sherry Cooney, Margaret Eberly, Michael Franke, Robert Johnson, Dave Masanz, Robert Michael, Gregg Pelosi, Helen Taylor, Duane Yoder, and Dean Zimmerman.  Ellen Bero was present as Secretary-Treasurer.   Charles Heiny, Leo Stronczek, and Art Keck (excused) were absent.

 

The March Board meeting minutes were accepted and approved.

 

The Treasurer’s report was given and approved by voice vote.   

 

Bob Johnson discussed how dirt day went.  Bob felt that there were three issues as to why so much dirt was left.  First, dirt day was postponed due to rain until Mother’s Day weekend and thus, the timing may have been bad.  Second, frequent rain was a factor.  The third issue appears to be that people preferred the black peat available in prior years over the top soil which was available this year.

 

The Fourth of July Parade will take place this year on Saturday, July 3 at 9:30 a.m. and will kick off from the Miller residence, 5002 Old Mill.  Popsicles will be available following the parade.

 

Mike Franke will put up the garage sale signs on Tuesday evening.  Garage sale ad has been placed in both Fort Wayne newspapers and will run Thursday and Friday.  The Woodhurst garage sale will start at 8 a.m.  on Friday and Saturday.  The signs will be taken down on Saturday.

 

Bob Johnson reported that the lawn was mowed at the property at 728 W. Fairfax although nothing seems to be getting done with the house.  BAC Home Loan Servicing is the owner of  record as of March 2010.   Bob is trying to monitor the situation as we don’t want the property to deteriorate even further.   Bob also reported that Ann Pollard’s property on Woodhurst may have been sold.

 

In the security update, Tom Castle reported that there have been quite a few pedestrians walking through Woodhurst and cutting through to the condos.  Last night eggs were thrown at cars and houses throughout Woodhurst.  There is still a problem with garage doors left open.  A suggestion was made to get the names and addresses of repeat offenders of the open garage doors and then the Association will address with the homeowner.

 

Mike Franke reported on the new sign.  Everyone agreed that it looks great.  Mike is not wild about the solar lighting and there continues to be a problem with one of the lights working.  Also, the solar lighting does not really light up the sign much.  Since the intersection is lit brightly, the Board decided to just leave the ornamental lighting fixtures in place and flip off the bulbs.  It was agreed that landscaping is not needed.  Duane Yoder and his wife did the landscaping down at the other sign at Fairfield and Fairfax.

 

Ellen Bero will email a list of the delinquent 2010 dues to Board members.  It was noted that one of the people on the list, Michael Falba, died last winter.

 

Nancy Boylan reported that Casa’s on West Jefferson will still be available to cater the annual dinner.  Helen Taylor volunteered to check with the Temple for availability in October.  A suggestion was made to have each resident attending bring canned food which could then be donated to a local food bank.  Another suggestion made was to suggest a place for kids to play on the grounds with teenagers providing baby sitting services.  A suggestion was made to invite Mayor Henry to the dinner.

 

Donations to Southwest Area Partnership (SWAP) and YMCA Anti-Graffiti were approved by the Board for the same amounts as contributed last year.

 

Bob Johnson wants to make sure the Michael family gets recognized for cleaning up the dirt piles from dirt day around Woodhurst.  Mike Franke suggested giving dirt day a rest for a year or two.  Nancy Boylan asked about the possibility of having mulch delivered in one central location in Woodhurst rather than holding a dirt day.  A suggestion was made to consider having two mulch piles – one “blond” and one darker mulch.  Tom Castle will research the pricing on mulch versus dirt.  Also, we should consider polling people at the annual dinner to see which they would prefer.  Discussion will continue at the next Board meeting.

 

The Good Neighbor Guidelines should be added to the next newsletter.

 

Bob Johnson reported that he has been contacted by someone who wants to come in and paint reflective house numbers on the curbing in Woodhurst for a fee.  He will show Bob samples of his work.  We should put an article about this in the next newsletter so that interested parties can contact the guy doing the work/

 

A reminder was made that trash cans need to be promptly removed from the street following garbage pick up.

March 8, 2010 Board Meeting

Minutes

 

The Board meeting was called to order by Robert Johnson, President, at 7:00 p.m. on Monday, March 8, 2010.  Board members in attendance were Nancy Boylan, Tom Castle, Cheryl Cooney, Margaret Eberly, Charles Heiny, Robert Johnson, Art Keck, Dave Masanz, Gregg Pelosi, Leo Stronczek, Helen Taylor, Duane Yoder, and Dean Zimmerman.  Ellen Bero was present as Secretary-Treasurer.   Michael Franke (excused) and Robert Michael (excused) were absent.

 

The December Board meeting minutes were accepted and approved.

 

The Treasurer’s report was given and approved by voice vote.   

 

Bob Johnson reported that several items had been addressed with 5th District Councilman, Tim Pape.  The trees damaged in the ice storm and subsequently removed have now been replaced.  If there are any stumps remaining which need to be ground out, residents should let Bob know and he will address with the City.  The City has promised to petition to remove Woodhurst from the flood plain as a result of the flood wall which is now in place.  Tim Pape is supposed to let us know where the petition stands.  Bob reported that the manhole at Fairfax and Old Mill has not been tested yet. 

 

Bob also reported that the condo is thinking about switching security providers to a provider who would offer security around the clock.  A suggestion was made that we should check with Allen Protection Services to see if we can get a quote for consideration and possibly extend hours.  A suggestion was also made to see if we can stagger the current security provider’s patrol hours.

 

Tom Castle reported that there have been no major problems with security.  There have been some cars that shouldn’t be in the neighborhood.  Also, garage doors left open at night continue to be a security hazard.

 

Although Mike Franke was not able to attend the meeting he had reported beforehand that the new sign at Pettit and Fairfield will be put in place as soon as the ground thaws and we get final approval on the placement.  We may consider LED spotlights which cost about $20 at Menards.   Gregg Pelosi offered to donate the landscaping around the new sign.

 

Regarding the sign at Fairfield and Fairfax one of our Board members reported that the words “security patrolled” on the sign are covered by foliage.  Foliage around the sign should be kept to a minimum.

 

Charlie Heiny and Bob Johnson gave a summary on the two approaches the Association could take to get Section G Southwood Park covenants in place.  The first approach would be to go to each homeowner in Section G on a home by home basis.  In order to amend the declaration using this approach we would need 65% of all Section G Southwood Park property owners (including Old Mill, Indiana, west side of Tacoma, Southwood , and Stratford.

 

The second approach would be to get the approval of 65% of residents in Section G Southwood Park on Old Mill, Indiana, and the west side of Tacoma since this is the area that is regarded as Woodhurst.  Charlie has reviewed the documentation and feels that this would be the approach we would want to take.  Charlie and Bob will put together a document to present to homeowners.  We can also offer to have a meeting to discuss benefits of the Association, namely representation at city level, security, and snow removal.  The general consensus is that we should not make the offer to the homes on Stratford and Southwood as that is a battle we don’t need.  Any concerns with the Section G declaration project should be directed to Bob Johnson.

 

Cheryl Cooney has joined the Board as At Large Representative replacing the unfinished term of Joe Laudadio.  The motion to add Cheryl to the Board was approved unanimously by the Board.

 

Art Keck will coordinate Dirt Day on May 1.

 

The annual garage sale will take place June 11/12.

 

Ellen Bero will see if Linda Miller is still willing to head the 4th of July parade.

 

A suggestion was made to include an entertainment group in lieu of a speaker at the annual dinner to see if that would boost attendance.  Possible groups mentioned were the Bishop Luers Show Choir, South Side Choir, or a children’s choir.

 

Bob Johnson reported that he is in the process of putting together a Woodhurst Bulletin and that we would see more of those in the future.

 

The Friends of the Parks will have a dinner on April 29 at the Fort Wayne Country Club with proceeds going to renovate a Foster Park pavilion.  Cost is $50 per person.

December 7, 2009 Board Meeting

Minutes

 

The Board meeting was called to order by Robert Johnson, President, at 7:00 p.m. on Monday, December 7, 2009.  Board members in attendance were Nancy Boylan, Tom Castle, Mike Franke, Robert Johnson, Art Keck, Joe Laudadio, Dave Masanz, Leo Stronczek, Helen Taylor, Duane Yoder, and Dean Zimmerman.  Ellen Bero was present as Secretary-Treasurer.   Margaret Eberly (excused), Charles Heiny (excused), Gregory Pelosi (excused), and Robert Michael were absent.

 

The September Board meeting minutes were accepted and approved,

 

The Treasurer’s report was given and approved by voice vote.    Mike Franke made a motion to approve a $250 bonus for the Treasurer which was then approved by voice vote.

 

President’s Comments

Bob Johnson reported that he recently wrote a letter to a Woodhurst resident indicating that parking boats on the street is prohibited and that the resident did remove the boats from view.

 

He also indicated he would like to have a preliminary spending plan by the next Board meeting.

 

Bob asked that Board members consider what can be done to encourage more people to participate in association activities as attendance continues to drop off (e.g. annual dinner).  Mike Franke suggested a prize drawing using donated prizes at the next annual meeting.  This will be discussed further at the next meeting.

 

Bob reported that the Association’s request for CEDIT funds for 2011 will include street work on Roxbury.  Also a new process called sidewalk shaving was discussed.  The City will look at one or two locations to try that in selected areas as a pilot program.

 

Bob reminded Board members that the last leaf pickup is supposed to be tomorrow.

 

Security

Tom Castle reported that there have been no major problems.  STS has stopped a few cars for questioning but other than that there has been nothing of substance.  The number of garage doors which are left open has decreased in the past few months.  The primary STS patrol officers are Susan and Tiffany.

 

Woodhurst Sign at Pettit and Fairfield

The material for the sign has been ordered.  Initially the sign will be installed without the electric hook up.  The electricity hook up will cost approximately $2,000 due to several factors including where the electric box is located and the need to go under the sidewalk for about 35’ to 40’ to reach it.  LED lighting will be considered.

 

Annual Meeting

Attendance was down to about 100.  A suggestion was made to get a group to provide entertainment.  Board members were asked to bring ideas to boost attendance to the next Board meeting.

 

Flood Wall

The City is still working on some flood wall issues.  The connection at the intersection of Old Mill and Fairfax is supposed to have been tested by the City, however, when it is needed it does not appear to be working properly.  The City is continuing to look into that.  Charlie Heiny has been working on getting the property along the wall deeded to the property owners.

 

Section G Covenants

Discussion on proceeding with the Section G covenant amendment was postponed until the next meeting.

Leaf Pickup

A special leaf pickup for Woodhurst would cost around $5,000.  The Board decided it did not want to consider a special pickup at this time.

 

Several Board members felt that the City raking crews have not been doing a very good job.  Also, a complaint was made about the leaves accumulating on the Temple property and not being picked up.

 

Insurance

The renewal of the liability insurance policy was approved by the Board

 

Election of Officers

A motion was made and subsequently approved that the same officers currently holding office be reelected or reappointed.

 

The 2010 Woodhurst Officers will be:

Vice President – Michael Franke

Secretary/Treasurer – Ellen Bero

 

Miscellaneous

We should encourage residents to leave porch lights or yard lights on all night.

 

Joe Laudadio submitted his resignation from the Board due to medical issues he and his wife are having.  Although he is resigning from the Board he will be glad to help in any way he can.  Nancy Boylan will check with a couple people regarding replacing Joe’s At Large position.

 

Motion was made to adjourn the meeting at 8:10 p.m.

September 14, 2009 Board Meeting

Minutes

 

The Board meeting was called to order by Robert Johnson, President, at 7:00 p.m. on Monday, September 14, 2009.  Board members in attendance were Nancy Boylan, Margaret Eberly, Michael Franke, Charles Heiny, Robert Johnson, Art Keck, Dave Masanz, Robert Michael, Gregg Pelosi, Helen Taylor, and Dean Zimmerman.  Ellen Bero was present as Secretary-Treasurer.   Tom Castle, Joseph Laudadio, Leo Stronczek, and Duane Yoder were absent.

 

The June Board meeting minutes were accepted and approved.

 

The Treasurer’s report was given and approved by voice vote.   

 

Bob Johnson announced that the Fort for Fitness run will take place through Woodhurst September 25 and 26.  It is a half marathon being run through the south part of Fort Wayne including three legs through Woodhurst.  Parts of Old Mill, Old Farm Circle, and South Wayne will all be closed in the mornings both days.

 

Bob also reported that the stumps of trees damaged in the ice storm last winter are being ground up by the City and new trees should be replanted by the end of October.  There are also some markings on trees to be treated or replaced due to damage from bores.  Anyone with concerns about trees should either contact Bob Johnson or Chad Tinkel at the City call in line, 311.

 

Southwest Area Partnership (SWAP) will hold its monthly meeting on Wednesday night at Bethany Lutheran Church on Engle Road at 7 p.m. in the basement.  Bike lanes and sidewalks will be discussed.

 

A board member brought up the condition of Phil Davis’ residence on Fairfield.  Pillars have been removed from the house and have been laying on front of the house for months.  Bob Johnson indicated Neighborhood Code Enforcement should be contacted to see if anything can be done.

 

Another Board member reported that Nate Burton still has a lot of equipment in his driveway.  Also, he is still parking his pickup on the street and the issue with that is the trash in the bed of the pickup.

 

Ann Pollard’s house will be put up for sale soon.  Charlie Heiny requested that Bob Johnson send out a letter requesting that shrubbery around her house be trimmed as it is getting overgrown.

 

Charlie Heiny reported that the perpetrator of the robbery on Indiana earlier this year pled guilt about a month ago but has not been sentenced yet.

 

Although we have received bids from other security firms we are not interested in making a change.  We are happy with the service STS is providing and the cost is competitive with the bids.

 

Mike Franke reported that the cost of the new sign project will increase due to additional work that needs to be done for the lighting of the sign.  The contractor will need to trench under the sidewalk to get to the power box.  I&M is willing to waive some costs.  Mike believes the cost to run the line to the power box will be about $900.  A contracted electrician will do the work with assistance from I&M.  A suggestion was made that we should check into solar power for the sign.  The Board authorized Mike to proceed with the cement pad for the sign, as well as, the sign itself.  The aesthetics can be addressed in the spring.

 

Mike Franke reported that there were 19 garage sales on Friday and 27 on Saturday as part of the Woodhurst Garage Sale weekend.  That was an increase of about four from the previous year.

 

Nancy Boylan and Helen Taylor presented the updated Good Neighbor Rules.

 

The flood wall project has been completed and a ceremony marking completion was held recently.  Charlie Heiny is working on some clean up items relating to the project.  The City is working on amending the flood map to get the properties protected by the flood wall removed from the flood plain.  If a change is made to the map it is probably about a year out.  The park restoration work from the flood wall project is in progress.  Charlie Heiny suggested coming up with one punch list of all items still needing to be addressed.  If anyone knows of something that needs to be corrected they should email Charlie Heiny or Bob Johnson, including digital photos if available.  Charlie reported that the City is still looking into the water problems behind the Kuhn, Michael, and Hutner homes on Old Mill.

 

The following motion was put to a vote before the Board:

 

Motion presented to change Woodhurst bylaws as follows

Section 5. None of the Officers or Directors, excepting the Secretary-Treasurer, shall receive for their services any financial compensation, such as but not limited to salaries or bonuses.  Rewarding service to the Association in the form of gift certificates or discount of dues is not prohibited by this section.

 

Board vote was ten votes in favor of the motion and one opposed.  Since the Board vote met the majority requirements the motion was passed and will be presented at this year’s annual meeting.

 

The Board agreed unanimously to empower Charlie Heiny to put the documents together to present to the Section G property owners in Woodhurst   Currently Section G is bound by the Woodhurst Section A document with the exception of mandatory payment of dues to Woodhurst which is not required for Section G property owners.

 

The Board agreed to a first choice of the director of ACRES Land Trust as this year’s annual dinner speaker.  Margaret Eberly will contact him for availability to speak at the meeting.  The 2nd choice is Al Mol with the Parks Dept. and the 3rd choice is the Safe at Home project.

 

The directors whose terms are expiring this year are Art Keck, Area IV, Helen Taylor, Area VI, and Leo Stronczek, At Large.  All three have indicated they would be willing to serve another term on the Board.

 

Art Keck will be the snow removal coordinator this year as he has in the past.  Dave Masanz will be his back up.

 

The Board voted unanimously to leave the 2010 dues at $225 with a $25 discount if they are paid by December 31, 2009.

June 1, 2009 Board Meeting

Minutes

 

The Board meeting was called to order by Robert Johnson, President, at 7:00 p.m. on Monday, June 1, 2009.  Board members in attendance were Nancy Boylan, Tom Castle, Margaret Eberly, Charles Heiny, Robert Johnson, Art Keck, Joe Laudadio,  Dave Masanz, Robert Michael, Gregg Pelosi, Leo Stronczek, Helen Taylor, Duane Yoder, and Dean Zimmerman.  Ellen Bero was present as Secretary-Treasurer.   Michael Franke was absent (excused).

 

The March Board meeting minutes were accepted and approved.

 

The Treasurer’s report was given and approved by voice vote.   

 

Bob Johnson reported that if anyone sees signs regarding a lost dog they can be removed. 

Bob also reported that a few months ago there were a couple of robbery attempts  in Woodhurst where the victims were knocked to the ground.  The perpetrator has been apprehended and criminal proceedings have been set.  Bob also reported on a situation where a registered sex offender had been living at the Condo complex.  He has now apparently moved out of his condo which is in foreclosure.  It was reported that there was a broken light pole on South Wayne which has now been replaced.

 

Bob reported that he was contacted by Mr. Townes on South Wayne who wants to make some modifications to his property raising it 14 inches.  Mr. Townes asked for the Board’s approval.  Bob and Mike Franke both feel that the proposed modifications seem to be in order and would not be objectionable based on the plans presented.  Bob also reported that trees marked with a red “X” will probably be replaced in the fall, as well as, the two trees that were damaged by the accident on Fairfax last year.  The City will not replace with sycamores, elms, or ashes.  The two replacement trees for the ones damaged in the accident on Fairfax have already been paid for.

 

Dirt day was a success.  However, several Board members reported a pickup truck coming over from Southwood Park for loads of dirt.  A question was raised as to the price difference between the peat and top soil as top soil would be better for lawns.  Art Keck will check on that.

 

Bob Johnson then introduced and welcomed Joe Laudadio to the Board as an At Large representative.

 

Tom Castle reported that the main security problems are stray dogs and cars left parked in the church parking lots on which the windows are broken out.  Even the security patrol car was broken into when it was parked in the Temple lot.  There are also reports of strangers walking around.  In addition people continue to leave garage doors open at night.  We should address this in the next newsletter.  Speeding continues to be a problem from Pettit to Fairfax on Old Mill.  Bob Johnson requested that if there are reports of abandoned vehicles to email him and he will follow up.  Bob suggested we remind residents that commercial vehicles cannot be parked on the street.  Bob will send a letter to Mr. Burton who is parking his truck containing refuse in front of his property in Woodhurst.

 

The sign at the corner of Woodhurst, Pettit, and Fairfield is moving along.  Bob Johnson reported that we now have the correct legal description and the survey has taken place.  A request for encroachment has been filed.  As soon as we get the go ahead from the City, Mike Franke will contact the contractor and move ahead with the sign.

 

The garage sale will take place June 12 and 13 and Mike Franke will coordinate.

 

The City will have a groundbreaking ceremony announcing completion of the flood wall.  The recent heavy rains indicated that the wall seems to be working well in holding back water.  The underground pipe at Old Mill and Fairfax is not working properly, however.  Charlie Heiny met with representatives from the City and they are looking into the problems with excess water retention behind the Hutner, Kuhn, and Michael properties.  The greenway bike path is being worked on now.

 

Bob Johnson reported that the greenway will be recognized as a federal trail in an announcement which will be made this weekend.

 

Nancy Boylan shared her experiences in a program she attended offered by the sheriff’s department.  Nancy graduates Wednesday from the Citizen’s Academy.  She attended class every Wednesday for 14 weeks.  The goal of the program is to educate citizens on what is happening in our community in terms of law enforcement issues.

 

The Board approved a $100 donation to SWAP and a $200 donation to the AntiGraffiti Network.   Motion for the donations was approved by unanimous voice vote.

 

Leo Stronczek will check with Linda Miller to see if she is still interested in coordinating the Woodhurst 4th of July parade.

 

Bob Johnson notified the Board that a vote would be taken at the next meeting as to whether the existing Woodhurst By-Laws should be changed in regard to allowing a discount on dues to Board  members.  Bob indicated a 2/3 majority will be required to change the existing bylaws.  The bylaws as they exist presently, as well as, the motion to change the bylaws are presented below.

Nancy Boylan and Helen Taylor distributed a draft “Good Neighbor Guidelines” and asked that Board members consider the items presented along with any proposed additions or changes.  The Southwood Park Section G  covenants topic was postponed until the next meeting.

 

Dave Masanz indicated he had spoken to the speaker for the Safe at Home group about making a presentation at our next annual meeting.  That person would be willing to make a presentation.  Another suggestion was Charles Shepherd from the Fort Wayne Museum of Art.  Another choice would be the new executive director of the Acres Land Trust.

 

A Home and Garden tour will take place in Southwood Park on Saturday, June 27 featuring 11 historic homes in Southwood Park.  Cost is $5.00 per person.

 

Residents should be reminded to keep landscaping at street corners trimmed so that the view for traffic is not obstructed.

December 3, 2008 Board Meeting

Minutes

 

The Board meeting was called to order by Robert Johnson, President, at 7:05 p.m. on Wednesday, December 3, 2008.  Board members in attendance were Nancy Boylan, Tom Castle, Margaret Eberly, Charles Heiny, Robert Johnson, Art Keck, Leo Stronczek, Helen Taylor, Duane Yoder, and Dean Zimmerman.  Ellen Bero was present as Secretary-Treasurer.   Michael Franke, Joesph Laudadio, David Masanz, Robert Michael, and Gregory Pelosi, all excused, were absent.

 

The September Board meeting minutes were accepted and approved.

 

The Treasurer’s report was given and approved by voice vote.   

 

President’s Comments

Bob Johnson reported that auctioneers are persisting in trying to put  up auction signs.  Bob also reported that this year there were very few problems with political campaign signs.  Bob has made binders up with the Woodhurst covenants and distributed  ten copies of them to area directors.  Judy Lebamoff is the new President of the Courts of Woodhurst.  Our new Board member, Joe Laudadio, was unable to make this Board meeting due to a previous commitment.

 

Security

A motorist hit a couple of trees at Fairfax and Fairfield.  The city has a tree replacement program.  The Association should look into calling the city to request replacement of the trees.

 

Ellen Bero reported that St. Marys soup kitchen collection will be this weekend and that permission was requested  by and granted to that organization for Bishop Luers Key Club members to put flyers on doors in Woodhurst and then collect canned goods the following Saturday.

 

Woodhurst Sign – Pettit & Fairfield

 

Bob Johnson reported that the sign has been discussed with the city property manager.  Pictures and maps relating to the proposed sign were requested and have been supplied to the city.  The next step is to request a right-of-way exception.  Construction of the sign will not begin until spring at the earliest.  Charlie Heiny reported that he saw a utility map a couple of years ago and that the utility line does not appear to be far from the proposed location of the sign.

 

Welcome Packets

Further discussion of this was shelved until the March meeting as Dave Masanz was not able to attend this meeting to report on the progress.

 

Unpaid Dues

Liens have been filed against all homeowners with unpaid 2008 dues.  Liens will remain on the property until dues are paid and up to date.

 

Annual Dinner

Attendance was down to about 100; prior years we have seen about 125 in attendance.  There were 15 no-shows.  All agreed that the dinner went well.

 

Dues Discount for Board Members

Bob Johnson reported that in his opinion our Woodhurst By Laws preclude compensation to directors.  For that reason the motion to extend a dues discount to Board members which had been approved at the September Board meeting pending a vote at the annual meeting was not brought before the Association at that meeting.  Bob reported that in order for a dues discount to directors to be offered, our bylaws would need to be changed first to allow that.  There followed a discussion of whether or not a dues discount should be considered.  Art Keck felt that a discount would make it easier to attract new board members if the discount was offered as an incentive.  A motion was made to reverse the motion approved at the September Board meeting and not to allow a discount on dues to Board members.  At this point a roll call vote was taken .  The following were in favor of reversing the motion approved at the September meeting which would result in no dues discount extended to directors other than the $25 discount for paying dues by December 31:  Charlie Heiny, Bob Johnson, Nancy Boylan, Helen Taylor, Leo Stronczek, Margaret Eberly, and Duane Yoder.

 

The following opposed the motion to reverse the September motion:  Tom Castle, Art Keck, and Dean Zimmerman.

 

The vote at that point was 7-3 in favor of reversing the September motion and thereby not extending a special discount on dues to directors.

 

Since five members of the Board were not in attendance Bob Johnson indicated that the vote would stay open for 7 days to allow the absent members to be polled for their votes.  The Board members not in attendance at tonight’s meeting are Mike Franke, Joe Laudadio, Dave Masanz, Bob Michael, and Gregg Pelosi.  Ellen Bero will notify all absent members of tonight’s motion and request their votes on same.  She will send a copy of that notification to the entire Board.

 

(Note:  the final vote was tied after all votes were received from the absent members.  Joe Laudadio was in facor of the motion.  Gregg Pelosi, Mike Franke, Dave Masanz, and Bob Michael all opposed the motion.   Leo Stronczek requested to change his vote to abstain within the 7 day open period.  Therefore, the final vote was seven in favor, seven opposed, and one abstained.  Therefore the motion did not pass.  However, the September motion must be brought before the entire Association for a final vote before it is enacted.

 

Annual Dues

A suggestion was made to add a $25 late fee if dues are not paid by March 31.  Charlie Heiny proposed  a motion to table this pending a review of the covenants.  He will report back at the March meeting.  Art Keck seconded the motion and it was approved by voice vote.

 

Election of Officers

Charlie Heiny moved to nominate Mike Franke as Vice President which was then approved by voice vote.

 

Bob Johnson then gave a summary of some items he hopes to put in place next year if he would continue as President of the Association.  Bob would like to form a committee to come up with good neighbor rules which would address items like raking leaves, picking up recycle bins, shoveling snow, etc.  The goal of the committee would be to come up with a list of items to try and promote good neighbors.

 

Dean Zimmerman nominated Bob Johnson as President for 2009; Leo Stronczek seconded and the vote was approved by voice vote.

 

Bob Johnson appointed Ellen Bero as Secretary-Treasurer for 2009.

 

Board meeting dates for 2009 will be March 2, June 1, September 14, and December 7 all at 7 p.m.

 

Miscellaneous

This year for the second year in a row leaves have not been picked up.  An idea was offered to hire a private contractor for one spin around Woodhurst to pick up leaves.  Also, this year there were no signs put up before the leaf pickup as there had been in previous years.  The point was made that the city services seem to be declining somewhat with reduced funds and inefficiency suggested as reasons.  This will be discussed further at the next Board meeting.

 

Motion was made to adjourn the meeting at 8:35 p.m.

September 8, 2008 Board Meeting

Minutes

 

The Board meeting was called to order by Robert Johnson, President, at 7:00 p.m. on Monday, September 8, 2008.  Board members in attendance were Nancy Boylan, Tom Castle, Mike Franke, Robert Johnson, Art Keck, Dave Masanz, Robert Michael, Gregory Pelosi, Leo Stronczek, Helen Taylor, Duane Yoder, and Dean Zimmerman.  Ellen Bero was present as Secretary-Treasurer.   Charles Heiny (excused) and Margaret Eberly were absent.

 

The June Board meeting minutes were accepted and approved with the following correction.   In the security section, the contractor referred to on the flood wall project should be Michael, Kinder & Sons not Kinder & Sons.

 

The Treasurer’s report was given and approved by voice vote.   

 

Dirt Day

The Association was cited by the City because we did not have barriers around the dirt.  The City came out and put up barricades around the dirt and then returned on Monday to remove them.  Although there was no charge associated with this we should plan ahead and arrange to have barricades around the dirt piles next year.

 

Security

Over the weekend there were thefts from unlocked cars.  Bob Michael reported that a light panel was broken in his yard light, bulbs unscrewed, and smashed on his driveway.  The same night Sherrill Colvin’s garage was broken into resulting in the loss of a couple of bikes, cell phone, and door activator.

 

Residents should be reminded once again to lock car doors.  Also, do not leave things visible on the front seat.  In addition, make sure garage doors are shut and locked, screen doors are locked, and lights are left on.

 

We should also look into getting security decals for homes in Woodhurst.

 

Dean Zimmerman also reported that kids stole a Woodhurst security sign and a stop sign.  The Woodhurst security sign was recovered.

 

Two pit bulls were reported loose and running through Woodhurst.  Apparently a bright blue Chevy truck pulled up at the corner of Roxbury and Fairfield and they jumped into the truck.  Dean Zimmerman had chased them to that point.

Bob Johnson has written a letter to the property manager for the City.  The Association will need to forward the actual plan to the City.  It was reported that a sign supposedly existed in the late ‘50’s or early ‘60’s at that location.  We should explore the possibility that an electric line is already in existence that may not have ever been hooked up.

 

There is a possibility we could get funds from the City to help with the sign.  However, the City is short on funds for next year.

 

Garage Sale

Mike Franke reported that there were 19 garage sales in Woodhurst on Friday and 24 garage sales on Saturday over the weekend when the annual Woodhurst garage sale was held.  Those numbers were average with prior years.

 

Welcome Packets

Dave Masanz has a list of possible suggested items for the packet.  Ruth Mary Springel has offered to help.  The question was raised as to whether coupons from local businesses should be included in the packets, and if so how we find out which residents own businesses and would like to participate.  The suggestion was made to inquire at the annual meeting to see if we can get a list of business owners who would like to advertise their businesses as part of the welcome packets.

 

Mike Franke volunteered his office staff to make copies of covenants to distribute to new residents.

 

Bob Johnson reported that the by-laws are now listed on the Woodhurst website.  Also, Bob indicated that with the increase in people buying homes to fix up and then sell again it is important that potential buyers are aware of the restrictive covenants before they buy the property.  The seller should make available information about covenants, dues, etc.

 

Bob will make available to Ellen or Mike a master set of covenants so that we can make sure that each resident has the covenants pertaining to the section in which he or she resides in Woodhurst.

 

Unpaid Dues

Annual Dinner

Nancy Boylan will chair the annual dinner committee.  Nancy will check with Danny Latz to see if she will take the reservations again this year.

 

Snow Removal

Art Keck reported that the snow removal contractor is willing to do snow removal this winter with the same pricing as last year.

 

Open Board Positions

Dean Zimmerman had requested that someone else take his Area VII position since he is already serving as Security Director.  Charlie Heiny volunteered to switch with Dean whereby Charlie would take over Area VII and Dean would become an At Large Director.  This was agreeable to both Dean and Charlie.

 

Mike Franke volunteered to take the open Area I position.  This will create an At Large vacancy.  Ellen Bero reported that Joe Laudadio has expressed an interest in serving on the Board again.  Ellen will contact Joe to find out if he is still interested.

 

A proposal was offered to extend a discount on dues to officers and directors.  A motion was made that starting in 2009 any Board member or officer with at least one year of service on the Woodhurst Board would receive a reduction of $100 in annual dues.  The motion was seconded and approved by voice vote.  This proposal will be brought before the Woodhurst Association at the annual meeting for consideration and vote.

 

Annual Dues

A suggestion was made to add a $25 late fee if dues are not paid by March 3.  This will be discussed further at the next Board meeting.

 

The Board approved a motion to keep the 2009 annual dues at $225 with a $25 discount if paid by December 31, 2008.

 

Upcoming Projects

Bob Johnson would like to form committees to help the neighborhood grow including one to review and/or revise our by-laws.  Also he would like to set up a committee to come up with good neighbor rules.

 

Draft directories were distributed and any changes should be reported back to Ellen by September 15.

Residents should be reminded about the stop signs at Fairfax and South Wayne and also, Indiana and Old Mill.  The situation will be monitored by the Police Dept.

 

Motion was made to adjourn the meeting at 8:30 p.m.

 

Next meeting is Monday, December 1, 2008.  Note this was subsequently changed due to a scheduling conflict to Wednesday, December 3.
